Make Background Image Act as a Watermark in IE

Microsoft's Internet Explorer 3.02 and above supports a BGPROPERTIES attribute that when set to "fixed" modifies the behavior of the background image to act as a watermark instead of scrolling in conjunction with the page's contents. This code shows how this works. Unfortunately, you can't get this effect in Netscape.
