Make sure the Recordset contains only two Fields in the following order:

1st Field - Field Value to be submitted to server

2nd Field - Field Value shown in UI

Function Function GetHtmlOption(rs)
Dim sHtml
Dim FldLimiter,RowLimiter
fLimit="'>"
rLimit="</Option><Option Value='"
If not rs.EOF Then
sHtml= "<Option Value="
sHtml= sHtml & rst.GetString(2,-1, fLimit,rLimit)
sHtml = Left(sHtml, Len(sHtml) - Len("<Option Value='"))
End If
GetHtmlOption=sHtml
End Function

Usage:
<Select Name=cboMonth>
<Option>--Select Month--</Option>
<%=GetGetHtmlOption(rs)%>
