Using 16 bit DLLs in 32 bit VB 4.0

Can I use 16 bit .DLLs in VB 4.0 32 bit?

No, you can't. In order to access it, you'll either have to recompile the DLL (and possibly rewrite it) into a 32-bit version, or use a thing called THUNKing. In addition, you can wrap the DLL with OLE automation. If you get a copy of Microsoft Systems Journal, January 1996, the Visual Programmer column has a good article on how to do this. They probably have a web site or have their content somewhere on the net...I'd use AltaVista to find it.
