Running NT Server 4.0 with Service Pack 4

Question:
I have a question about running NT Server 4.0 with Service Pack 4. On start-up, I'm getting an error in my event log:
Source: Server Control Manager, EventID 7023, "The Server service terminated with the following error: Not enough server storage is available to process this command."

I tried manually starting the Server service from the Control Panel Server applet and got a similar message: "Error 1130: Not enough server storage is available to process this command."

I have tried removing/reading the "Server" process from Network "Services" tab but that did not help. Any ideas on what's going on here?
