Page breaks depend on the number of lines already printed. In a procedural program you can set up a counting mechanism to detect breaks.
SQL doesn’t know anything about page breaks, which in your case will also depend on the number of rows in each group.
The short answer is that you can’t do this type of formatting in a SELECT statement, although there are extensions (in PL SQL) for controlling output.
This is a job that’s best accomplished in a report writer like FRX, Crystal Reports, or the like.
