Judge rules Musk overstepped in USAID dismantling

A federal judge has ruled that Elon Musk overstepped his authority by attempting to dismantle the United States Agency for International Development (USAID). Judge Theodore D. Chuang of the US District Court in Maryland stated that Musk’s Department of Government Efficiency (DOGE) actions likely violated the Constitution.

The court’s injunction marks a significant legal setback for Musk’s involvement in federal government activities. Judge Chuang emphasized that DOGE cannot share sensitive personal data maintained by USAID, a decision that represents a victory for the groups challenging Musk’s role in federal operations. Norm Eisen, executive chair of the State Democracy Defenders Fund, which backs the lawsuit, stated, “Today’s decision is a significant victory against Elon Musk and his DOGE’s attempt to undermine USAID, the US government, and the Constitution.

The White House criticized the decision, arguing that Judge Chuang obstructed the administration’s agenda.

President Donald Trump echoed this sentiment, stating that the administration plans to appeal the ruling. Musk’s role in DOGE was key to Judge Chuang’s decision.

Judge halts USAID shutdown effort

Despite administration claims that Musk was only a White House adviser, public statements by President Trump and Musk’s own social media posts have suggested that Musk led DOGE’s initiatives. Evidence presented in court included emails from DOGE team members executing the closure of USAID operations despite Musk not being a Senate-confirmed agency leader. Judge Chuang found that such actions breached legal and procedural norms regarding federal agency operations.

The judge’s ruling impacts Musk’s efforts to reduce the federal workforce and curtail spending. The lawsuit by USAID employees and contractors highlighted their loss of access to critical agency systems and non-receipt of owed reimbursements. Judge Chuang’s ruling also addressed concerns about potential data breaches, citing a disregard for security clearance requirements by DOGE team members.

While he did not stop DOGE from accessing personal data, he mandated that such data must remain within the agency and that previously shut-down systems must be reinstated.
