Elon Musk has officially ended his tenure overseeing the Department of Government Efficiency (DOGE), a position he held briefly in the Trump administration. Despite Musk’s ambitious plans to transform the federal government, his efforts have met with mixed results. During his 130-day tenure, Musk led DOGE in initiating significant budget cuts across various government agencies, particularly targeting those supporting scientific research and humanitarian aid.
However, these drastic measures fell short of the project’s ambitious goals, and the federal government has been attempting to rehire many of the employees who were let go. Elaine Kamarck, a senior fellow at the Brookings Institution, and an expert on governmental efficiency, shared her insights on the consequences of DOGE’s strategies. “DOGE came in with these huge cuts, which were not attached to a coherent plan,” Kamarck said.
Reflecting on her experience leading a similar initiative during the Clinton administration, she expressed significant concerns about the long-term impact of Musk’s approach. “What Musk did manage to do was insert chaos, fear, and loathing into the federal workforce,” Kamarck said. Reports have surfaced that the cuts were so ineffective that the White House is reaching out to federal employees who were laid off, including those from agencies such as the FDA, IRS, and USAID, asking them to return.
Many of the initial decisions made under DOGE have faced legal challenges, with courts reversing several of the cuts.
Chaos follows Musk’s departure from DOGE
Additionally, newly confirmed Cabinet secretaries are reviewing and often opposing the initial cuts made under DOGE.
“No, no, no! We can’t live with these cuts because we have a mission to do,” Kamarck noted about the Cabinet’s pushback. As the government tries to rehire former employees, it faces significant hurdles due to the manner in which these layoffs were conducted and the highly skilled nature of the workforce. “Most of the people who work for the federal government are highly skilled.
They’re not scientists, engineers, and experts who can find jobs outside the government,” Kamarck pointed out. DOGE’s structure now means its employees are embedded across various government departments, reporting to Cabinet secretaries who are often at odds with the initial cuts proposed by DOGE. The agency will need to navigate these internal conflicts while attempting to implement its goals.
Ultimately, the DOGE initiative has highlighted the challenges of trying to make substantial cuts to government spending. The broader issue of deficit reduction remains unresolved, with much of the federal budget going towards essential services like Social Security, Medicare, and veterans’ benefits, making it difficult to achieve significant cuts. In this polarized political environment, serious discussions about necessary reforms, such as entitlement reform, remain elusive.
The saga of DOGE under Elon Musk serves as a testament to the complexities of governmental efficiency and the impact of policy decisions on the federal workforce.
