The model, which is still in the early stages of development, aims to exceed benchmarks compared to other open reasoning models. Aidan Clark, OpenAI’s VP of Research, is leading the project.
The company is considering a highly permissive license for the model with limited usage or commercial restrictions.

This approach differs from other models like Meta’s Llama and Google’s Gemma, which have faced criticism for imposing stringent requirements. OpenAI faces increasing pressure from rivals, including Chinese AI lab DeepSeek, which have adopted an open approach to launching models.
These competitors make their models available to the AI community for experimentation and commercialization.

The upcoming open model will function on a “text in, text out” basis and is designed to run on high-end consumer hardware. It may also allow developers to toggle its reasoning capabilities on or off.

OpenAI CEO Sam Altman has acknowledged the company’s previous hesitance toward open-sourcing its technologies.

“I personally think we need to figure out a different open-source strategy,” Altman said during a Reddit Q&A in January.
“Not everyone at OpenAI shares this view, and it’s also not our current highest priority.”
Altman emphasized that the upcoming open model will be thoroughly tested for safety. The company intends to release a model card, which is a technical report showing the results of OpenAI’s internal and external benchmarking and safety testing. Before release, we will evaluate this model according to our preparedness framework, just as we would for any other model,” Altman said.
We will also do additional work knowing this model will be modified post-release.
OpenAI has faced criticism from some AI ethicists for rushing the safety testing of its recent models. Altman has also been accused of misleading OpenAI executives about model safety reviews prior to his official start in November 2023. The company aims to launch the reasoning model in early summer.
The decision to embrace open-source initiatives marks a significant shift for OpenAI, which has traditionally kept its models proprietary and focused on commercial licensing.
