The sudden surge in state bills aimed at prohibiting solar geoengineering reflects a disruption in the politics surrounding this technology. Solar geoengineering involves technological interventions designed to provide temporary relief for severe near-term climate change impacts. The most prominent type is stratospheric aerosol injection, which would involve spraying a thin mist of bright aerosol droplets in the stratosphere to reflect about 1% of incoming sunlight.
Research suggests solar geoengineering can work, though it has harmful side effects that are well understood and small relative to the climate harms it aims to avoid. It is not a complete climate response but a stopgap to buy time for permanent solutions like cutting emissions and removing old emissions from the atmosphere. The biggest challenges are political, social, and legal, focusing on navigating its control and mitigating international conflict or destabilization.
Since early 2024, US state legislatures have introduced dozens of bills to ban solar geoengineering across more than 30 states. These bills share core provisions, such as prohibiting the intentional injection, release, or dispersion of chemicals into the atmosphere to affect temperature, weather, or sunlight intensity.
State bills target geoengineering efforts
While most bills lack explicit enforcement provisions, some include criminal penalties. The sudden political interest in solar geoengineering marks a departure from the last 15 years, during which few paid attention. The limited awareness was divided mainly into two groups: pro-research stakeholders and opponents.
Both groups do not advocate for the actual implementation of solar geoengineering but differ on whether researching it is acceptable. Surprisingly, fossil fuel interests have remained silent on solar geoengineering. This silence could be due to research suggesting that increased awareness of solar geoengineering might bolster mitigation support, counteracting their interests.
Recently, grassroots opposition to solar geoengineering has increasingly intersected with chemtrails conspiracy theories, further complicating the political dynamics around geoengineering. The politics of geoengineering have become increasingly complex, with a blend of scientific realism, legal battles, and ideological divides shaping the current landscape.
