President-elect Donald Trump has appointed Elon Musk and Vivek Ramaswamy to lead the “Department of Government Efficiency” (DOGE), an advisory panel aimed at reducing government spending and the size of the federal workforce. The initiative aims to cut $2 trillion from government spending, although the exact timeline for these cuts remains unclear. Economist Ed Yardeni noted that achieving such reductions over a one-year period would be unrealistic, given that discretionary spending is only $1 trillion.

However, he added, “There is inefficiency within the federal government, which represents an opportunity for software makers.”

Wedbush Securities analyst Daniel Ives commented, “We see a new era of software innovation in the Beltway with DOGE as a catalyst for greater focus on employing advanced technology.”

Budget reductions triggered by DOGE could shift spending priorities towards modernizing aging federal computer systems and reducing workforce size. This creates a mixed outlook for software companies that provide government services. KeyBanc Capital Markets analyst Jackson Ader explored both sides of the equation, stating, “On one hand, there’s optimism that cuts to human capital will lead to increased investments in software for efficiency.

Conversely, cuts to the overall budget may hinder further spending, including on software.”

Congress recently passed a funding bill that averted a government shutdown, but uncertainty looms. JPMorgan analyst Mark Murphy indicated that the DOGE initiative might induce volatility rather than immediate benefits for all software companies.

Global IT services company Accenture reported that U.S. federal government services accounted for 8% of its revenue in fiscal 2024. Analysts like TD Cowen’s Bryan Bergin emphasized that DOGE might still drive investments in tech modernization, notwithstanding overall spending cuts. Palantir, known for its data analytics software, could benefit if artificial intelligence gains a larger role in homeland security or defense spending.

UBS analyst Karl Kierstead launched coverage of Palantir stock on Dec. 18 with a neutral rating but acknowledged that Palantir is viewed as a potential major beneficiary of DOGE-led improvements in governmental efficiency.
