The White House unveiled a budget proposal last week that would significantly increase the Pentagon’s funding while making cuts to education, foreign aid, health care, and public assistance programs. This outline, often referred to as a “skinny budget,” calls for $119 billion in additional defense spending to be included in a reconciliation bill currently being debated in Congress. This would bring total defense spending to $1 trillion, a 13 percent increase over last year’s budget.
Elon Musk, the world’s richest man and a personal adviser to President Trump, stands to benefit immensely from this increase. Experts suggest that Trump’s Pentagon budget will almost certainly channel massive new projects to Musk and his company, SpaceX. One of the major projects includes a missile shield dubbed the “Golden Dome,” reminiscent of the Reagan-era “Star Wars” missile-defense initiative.
The budget proposal also earmarks significant funding for “U.S. space dominance to strengthen U.S. national security.”
William Hartung, a senior research fellow at the Quincy Institute for Responsible Statecraft, said “No matter how you slice it, the Pentagon budget is obscenely high at a time when the fundamentals of our diplomatic infrastructure are being decimated, the social safety net is being shredded, and medical and scientific research are under attack. It becomes clear that current resources going to the Pentagon are not only excessive but are more likely to undermine than promote our security.”
The Golden Dome project aims to build a network of satellites to detect and track missiles targeting the United States. SpaceX, already the top Pentagon supplier of launch services and low-Earth-orbit communications systems, is poised to take on significant portions of this project.
However, critics argue that the technology for such a comprehensive defense system against ICBMs and hypersonic missiles is far from feasible. Gabe Murphy, a policy analyst at Taxpayers for Common Sense, said “The Golden Dome is basically a fantasy. Physicists say that this technology to defend against ICBMs and hypersonic missiles doesn’t exist.
Funneling tens, perhaps hundreds, of billions of dollars into technology with only a faint hope of success is extremely wasteful.”
SpaceX has proposed providing its Golden Dome technology to the Defense Department through a “subscription service,” an unusual model for critical defense programs.
pentagon budget impacts social programs
This proposal has raised concerns about potential cost overruns and lack of oversight.
“With his subscription model plan, Musk is looking to both retain control of these systems and keep taxpayer dollars flowing his way,” Murphy added. A group of 42 Democratic lawmakers has called for a review by the Pentagon’s acting inspector general of Musk’s role in the bidding process for the missile defense shield. They raised concerns about potential conflicts of interest given Musk’s positions both in the government and at SpaceX.
SpaceX has a history of courtroom battles to gain its foothold in defense contracts. In 2014, the company sued the Air Force after it awarded a sole-source contract for rocket launches to a Boeing–Lockheed Martin joint venture. SpaceX prevailed, leading to significant contracts with the Pentagon.
Although NASA is slated for budget cuts under Trump’s plan, SpaceX is still likely to win big. The budget blueprint proposes ending funding for the Space Launch System, a massive Boeing and Northrop Grumman rocket, and Lockheed Martin’s Orion astronaut capsule. These cuts align with Musk’s agenda to shift focus away from the moon and towards a Mars mission.
Musk, long obsessed with Mars, envisions a future where Mars is a “free planet” not governed by Earth-based laws. SpaceX is already developing its Starship rocket with Mars in mind and advocates for “direct, rather than representative, democracy” on the Red Planet. However, this vision contradicts the Outer Space Treaty of 1967, which declares that outer space is “the province of all mankind” and is not subject to any one nation’s claims.
Despite these legal and technological challenges, Musk continues to push forward with his ambitious plans.
