Answer:
OPO Version 2.0 can act as an OLE server, but not an OLE client. In order to allow Designer/2000 to create Power Object applications from a business model, the OPO team made OPO an OLE server, but the ability to be an OLE client is not in the product yet. The Power Objects team is working on this capability for a future release.
