Answer:
There is an owner in the database called INFORMATION_SCHEMA who has a bunch of objects that will be of interest to you. There are INFORMATION_SCHEMA tables, columns, procs, and just a ton of stuff.
If you are needing to get access to metadata from your Visual Basic application, however (the sense of your question isn’t clear to me), then you will have to create a reference to the SQL Server’s DMO and manipulate the metadata from there.
