The nation has pledged financial aid to small island developing states to support their participation in the upcoming environmental conclave, set to take place in Baku in November. This initiative is seen by many as a direct challenge to French influence and its policies in the Pacific region.

Azerbaijani leader Ilham Aliyev has committed to covering the travel, accommodation, and per diem expenses for up to four delegates from each small island state attending COP29. This follows Aliyev’s earlier proposal to establish a special fund to help these nations address the impacts of climate change. While Azerbaijan portrays this initiative as a noble effort to elevate the voices of those most affected by global warming, analysts suggest a more cynical motive: undermining French President Emmanuel Macron.

The two leaders have been at odds since the end of the Nagorno-Karabakh conflict, with France consistently supporting Armenia’s peace negotiations with Azerbaijan, a stance that has frustrated Aliyev. The most recent instance of this geopolitical clash occurred when Paris accused Baku of inciting separatist tendencies in the French Pacific dependency of New Caledonia.

In retaliation, Azerbaijan has accused France of “neo-colonial” behavior. Azerbaijan’s Ecology Minister Mukhtar Babayev emphasized the importance of inclusivity at COP29, stating, “We will not have an inclusive process if we do not take every measure to ensure participation from frontline communities. We need these perspectives and experiences to guide our approach and strongly believe in our moral duty to support these nations.”
During a meeting hosted by Tonga in August, Babayev along with participants from 56 countries, including 33 island states, signed an agreement aimed at enhancing climate action.
Following this, Azerbaijan announced a $10 million contribution to support the group’s climate resilience efforts. This diplomatic friction was evident during the recent UN General Assembly session in New York. Macron reiterated his support for Armenia, urging the international community to back the peace process.
In contrast, Azerbaijan’s Foreign Ministry labeled the French stance as “unconstructive,” as Babayev continued to champion the environmental needs of small island states. As COP29 approaches, the geopolitical drama between Azerbaijan and France is set to add layers of complexity to the global dialogue on climate change.
