Elon Musk will step down from his position leading the Department of Government Efficiency (DOGE) at the end of May. Musk initially promised that DOGE would reduce the budget deficit by $2 trillion, modernize Washington, and curb waste, fraud, and abuse. However, three months later, his optimism has waned.

While DOGE saw successes in dismantling USAID, the federal retirement system, and improving the Treasury Department’s payment security, the overall initiative fell short of its ambitious goals. Savings will be closer to $100 billion than the projected $2 trillion. Although Washington is marginally more efficient today, DOGE could not overcome the general inertia of governmental operations.

Musk’s internet-influenced marketing language proved too esoteric for the average citizen. Critics from the Left countered budget cuts with compelling personal narratives and a coordinated attack on Musk’s character, portraying him as a greedy billionaire. These tactics significantly impacted Musk’s popularity, and Tesla’s stock performance suffered, dropping around 20% in 2025.

The board has since demanded that Musk return to helm the company. The deeper problem with DOGE was its confused mission. It aimed to cut the federal budget, deliver technocratic efficiency improvements, and eliminate waste, fraud, and abuse.

As predicted by critics, no clear mechanism existed for implementing these reforms.

Furthermore, these diverse promises distracted from what should have been the department’s primary focus: an ideological purge.

Ironically, DOGE made substantial progress in this area. The department managed to dismantle one of the most progressive federal agencies, USAID, defund left-wing NGOs, cut over $1 billion in grants from the Department of Education, and reduce the DEI bureaucracy. Musk identified two critical areas: human resources and payments.

DOGE terminated the employment of ideological opponents within the federal workforce and halted payments to corrupt institutions, setting a precedent for presidential action against institutions like Ivy League universities. DOGE succeeded in expanding presidential power but did not fundamentally change the budget, which still requires congressional approval. Washington’s fiscal crisis is rooted in political issues, not merely efficiency flaws.

Many Republican congressmen initially supported Musk’s initiatives, expressing sentiments like “It’s time for DOGE!” But this was more of an abdication of congressional responsibility, shifting the burden—and ultimately the blame—onto Musk for Congress’s ongoing failure to address politically unpopular budget reforms. As Musk returns to his companies, it remains uncertain who will champion budget reform in Congress. The likely scenario is a return to old habits: Republicans promising budget balance during campaigns and failing to deliver once in office.

Musk’s tenure at DOGE demonstrates that even great men can be bested by Washington. The fight for fiscal restraint continues, but the hope that it can be achieved through efficiency and memes has dissipated. Our fiscal destiny lies in the hands of Congress, which might not inspire much optimism among Americans.
