New York lawmakers are preparing for a challenging legislative session as they return to Albany in January 2025. With the incoming Trump administration looming, Democrats are focusing on making the state more affordable, revamping education funding, and protecting the rights of immigrants, the poor, and women. Senate Majority Leader Andrea Stewart-Cousins stated, “Our commitment remains steadfast: We will focus on fueling a thriving economy, protecting our democracy, and delivering essential resources to our communities.
Assembly Speaker Carl Heastie emphasized the importance of putting money back in people’s pockets while also pledging to oppose potential actions by President-elect Donald Trump, such as mass deportation of undocumented immigrants.
New York has a long history of immigration, and we must continue the tradition of supporting new residents with open arms and hearts,” Heastie said. Affordability is a top concern for voters, with recent polls indicating that more than two-thirds consider the rising cost of living as their primary issue. Governor Kathy Hochul has proposed issuing checks to taxpayers, offering $300 for single earners to $150,000 and $500 for joint filers to $300,000.
However, independent analysts argue that these measures fall short without sustained reductions in spending. Education is another key focus, with the Legislature and Hochul aiming to revamp the school aid distribution formula. A December study by the Rockefeller Institute of Government calls for more funds to be allocated to districts with population increases, high-poverty areas, and students with higher needs.
Lawmakers tackle affordability, education, safety
The politically sensitive ‘hold-harmless’ practice, which guarantees that school districts do not receive less aid than the previous year, will also be up for discussion. Public safety in subways has become a pressing issue following recent violent incidents.
Hochul has called for expanding state laws to grant law enforcement and courts greater authority to order people to mental health facilities if they pose a danger. However, this issue remains contentious, with progressive Democrats fearing it could erode civil rights. Lawmakers will also address the implementation of congestion pricing in Manhattan, which aims to reduce traffic and combat emissions.
The fees collected will be earmarked for renovating stations, repairing tracks, and purchasing new trains and buses. Legislative leaders are concerned about a $33 billion shortfall in the $68.5 billion MTA capital program. New York’s legislative Democrats plan to confront anticipated actions by the Trump administration that may restrict voting rights, limit access to abortion, erode environmental protections, and potentially reduce federal funding for public schools.
Assemblyman Charles Lavine stated, “Democrats in New York and elsewhere will not disregard our responsibility to fight for an aspirational nation guarding individual rights.”
