In the past, use of most new technologies followed a predictable pattern: First, academic and scientific researchers began using the new technology. Then large enterprises and developers would pick it up, followed by mid-sized companies, then governmental agencies and finally small businesses.

However, the economics that are driving the move towards software as a service and other cloud-based delivery models have turned that familiar pattern on its head. When it comes to cloud computing, small businesses and government agencies have embraced the trend first in order to take advantage of cost savings. Developers are also jumping on the bandwagon. However, medium- to large enterprises have taken a more cautious approach as they still have concerns about security.
