The bitmap size for PB5 is 16 wide and 15 high, a strange size. From what Ive seen of PB6, they have fixed it to be 16/16. To make your 32/32 bitmap display on the toolbar you will have to resize the image using a graphic editing tool. PowerBuilder ships with such a tool called Watcom Image Editor. You should be able to use that to do what you want.
