Question:
Can I use Delphi to create apps, including DB apps, for Windows CE?

Answer:
I wish Borland Delphi could be used to develop Windows CE apps. However, the only language currently available for industrial strength applications on Windows CE is C. While Microsoft offers both Visual Basic and Visual C++ for Windows CE, the RAM requirements seriously limit the applications that can be reasonably developed and deployed.

As you are probably aware, Borland just renamed themselves to Inprise in order to reflect their focus on “distributed enterprise applications.” Perhaps Inprise will see a role for Windows CE in that environment and extend their product offerings accordingly.
