What you may want to look at are parts of the Telephony API, a set of control interfaces that Microsoft puts out for handling telephone interaction. Note that this is an API, rather than a set of specific controls (meaning you’ll need to create Function references). There are several third party vendors that also handle Telephony calls (sorry) including FaxMan by Data Techniques and Comm++ by Greenleaf Software.
