Menu Security

Question:
I am building a security program for a high school in my area. I need a way to allow the teacher to select menus in programs she does not want students to use. She needs to be able to select the menu easily; for example:

  1. The context menu in Windows Explorer
  2. The ‘Set as Wallpaper’ in Web browsers

I’ve looked everywhere I can think of, and I can’t come up with anything. Any ideas?
