Answer:
This facility is already provided by Internet Information Server 4.0. It is typically restricted to users on the local machine; however, you can enable it for a wider audience.

If you go into the IIS console, there are several shares, depending on your install. One is boadmin, which is a BackOffice administrator page. It includes links to the IIS Administrator as well as the NT administrator sites. The NT admin site is ntadmin, and the IIS admin site is IISAdmin.
