Second, define the non-negotiables. Ownership metadata, runtime security, observability, secrets handling, deployment controls, and scorecards should be consistent across every path. This is your platform constitution. It is also the part that security and operations will thank you for later.
Third, create opinionated templates and reference implementations. One for a JVM service, one for a Node service, and one for a Python job is enough to start. Fourth, measure platform success by developer outcomes, not ticket closure. A worked example makes this real. Say onboarding a new service currently takes 5 days across infra tickets, CI setup, secrets, and monitoring.
