European Union launches €1.3 billion cybersecurity plan

The European Commission has adopted a €1.3 billion work program to enhance cybersecurity, artificial intelligence, and digital skills for businesses and public organizations in the EU. The program, which will run from 2025 to 2027, aims to boost access to critical technologies and improve Europe’s security posture. A significant program component is the EU Cybersecurity Reserve, which will support vital infrastructure, including hospitals and undersea data cables.

This reserve will be a shared toolkit of security solutions available to EU Member States during digital emergencies. The initiative is part of the broader EU Cyber Solidarity Act, which aims to improve preparedness, detection, and response to cybersecurity incidents across the EU. The Act includes a European Cybersecurity Alert System composed of several security operation centers interconnected across the EU.

These centers use AI and data analytics to monitor, detect, and respond to threats. AI remains a central priority for the program. The funding will support AI model development and wider application, particularly in health and social care.

Part of the investment will also go towards creating immersive environments, or ‘virtual worlds’, to test how AI applications perform in practical settings. Another primary focus is the development of energy-efficient common data spaces, which are essential for the EU’s AI Factories initiative.

This plan aims to build AI models tailored to public services and business needs. Ensuring compliance with the AI Act and establishing a legal framework regulating AI development and use in the EU are also key objectives. The European Digital Innovation Hubs will be supported further to offer companies and public sector organizations access to testing facilities, technical advice, and skills training to facilitate the efficient adoption of AI solutions.

The program will also promote innovation through the Strategic Technologies for Europe Platform (STEP). This platform issues the STEP Seal, a quality label that enhances the visibility of promising technology projects and increases their chances of attracting public and private investment. DIGITAL is the first EU program dedicated entirely to deploying digital technology for businesses and citizens, aiming to foster innovation, collaboration, and continuous improvement in Europe’s digital landscape.

The European Commission’s €1.3 billion investment underscores its commitment to strengthening Europe’s digital and technological capabilities, ensuring the continent remains competitive and secure in an increasingly digital world.
