The WEP, enacted in 1983, reduced Social Security benefits for workers who also received pension or disability benefits from employment where Social Security taxes were not withheld.

The GPO, instituted in 1977, reduced benefits for spouses, widows, and widowers who also received income from their own government pensions. Under the new law, public workers who qualify for Social Security benefits through other employment will receive the same payout as those who contributed to Social Security throughout their careers. Benefits payable after December 2023 will reflect these changes, impacting approximately 2.5 million Americans who will receive a lump-sum payment to cover the shortfall in benefits from the previous year.

Eliminating the WEP is expected to increase monthly Social Security benefits for 2.1 million beneficiaries by an average of $360 as of December 2025.

Eliminating the GPO will see an average monthly increase of $700 for 380,000 spouses and an average of $1,190 for 390,000 surviving spouses, according to the Congressional Budget Office.

The Social Security Administration stated that timelines for implementing the new law are still being determined, and more information will be made available on their website. Beneficiaries are encouraged to ensure their current mailing address and direct deposit information is up to date, which can be done online or through local Social Security offices. Financial experts agree that the change will simplify retirement planning, reducing the need for complex benefit income calculations and relieving financial pressure.
