President Trump’s ambitious Stargate initiative to boost AI infrastructure in the United States faces potential setbacks due to new legislation in Texas. The Republican-controlled Texas Senate has passed Senate Bill 6, which introduces additional regulatory hurdles and fees for data centers. The bill would add a six-month review process on top of the existing 6-18 month approval timeline.

It also requires tech companies to pay the Texas grid operator fees and install backup generators. These measures could double the approval time for data centers and significantly increase construction costs. During Trump’s first term, Vance Ginn, former associate director of economic policy at the White House Office of Management and Budget, warns that the bill could stifle investment in the infrastructure needed for the AI initiative.

He believes the legislation is rooted in fear of energy scarcity, AI, and the future. Texas Lieutenant Governor Dan Patrick, who sponsored the bill, argues that it will ensure the success of Trump’s Stargate Plan. He claims that Texas is in lockstep with the president’s goal to make America number one in AI, data centers, and cryptocurrency.

Despite Patrick’s assurances, Trump-aligned economists caution against complacency.

They point out that Microsoft has already pulled back on projects, and investors are nervous.

Meanwhile, China is forging ahead with its own AI developments. The Stargate project, backed by companies like OpenAI, Oracle, SoftBank, and MGX, represents a $500 billion investment. It aims to build 20 ultra-powerful data centers across the country, with Texas set as the launch site for the first 10 centers.

However, if Texas becomes prohibitively costly due to the new legislation, these projects may shift to other states like Wyoming and Tennessee. These states are courting businesses with less restrictive infrastructure. Trump’s administration has also implemented tariffs on imports, including a 10% blanket tariff on all imports and a 125% tariff on Chinese goods.

These tariffs could potentially increase the cost of vital data center components. Despite these challenges, the Trump administration remains committed to Stargate as a pivotal element of 21st-century American leadership in various sectors. The project aims to position the US as a formidable player in the global AI arena.
