Russell Vought, the director of the Office of Management and Budget (OMB), has cast doubt on the constitutional obligation of the White House to seek Congressional approval for cuts to the federal workforce. In an interview with CNN’s Dana Bash on “State of the Union,” Vought defended the cost-cutting measures proposed under the U.S. president’s One Big Beautiful Bill Act, passed by the House last week. These cuts include significant reductions in funding to various programs, some of which have led to public outrage and lawsuits.

The OMB plans to submit approximately $9.4 billion to Congress for approval this week, mainly targeting the USAID agency and public broadcasting. Vought indicated a preference for relying on “executive tools” over submitting the whole package of cuts to the congressional branch for approval.

This approach reflects the administration’s strategy to bypass traditional legislative processes where possible. As one of the architects of a right-wing initiative created to guide the second Trump administration, Vought aims to dismantle the federal workforce, consolidate presidential power, and push through further cuts as part of the so-called “department of government efficiency” (DOGE). Vought stated the administration might employ “impoundment,” withholding specific funds allocated by Congress—a practice limited by laws since the 1970s.

His stance has drawn significant criticism, particularly regarding cuts to health insurance and grocery subsidies. When questioned about potential adverse effects, Vought dismissed the concerns as “astroturf,” implying the criticism was not genuinely grassroots. His role and actions highlight the ongoing tensions in U.S. politics, where executive and legislative powers vie over the country’s governance and budgetary priorities.
