International pressure on decentralized finance could prompt protocols to reduce centralized control and improve security, according to Curve founder Michael Egorov.
Egorov said scrutiny from the Financial Action Task Force, known as FATF, may change how DeFi projects are designed. His assessment points to an unintended result of tighter oversight: developers may remove the people and systems that regulators can identify as intermediaries.
Regulatory Pressure Meets Decentralized Finance
FATF sets global standards for fighting money laundering and terrorist financing. Its recommendations are not laws, but national governments often use them when writing financial rules.
The organization has focused on virtual asset service providers, including many cryptocurrency exchanges and custodial businesses. These companies may be required to identify customers, monitor transactions, and share certain transfer information.
DeFi presents a harder policy question. Its services can use smart contracts to support trading, lending, and other transactions without a traditional financial institution. Yet some protocols still rely on developers, administrators, or governance groups with substantial control.
“FATF pressure could push DeFi protocols toward greater decentralization and stronger security,” Egorov said.
Curve is a decentralized exchange known for trading stablecoins and similar digital assets. Egorov’s view reflects a wider debate about whether regulation will limit DeFi or encourage projects to become less dependent on identifiable operators.
Why Control Matters to Regulators
A protocol may describe itself as decentralized while retaining administrator keys, upgrade rights, or concentrated governance. Such controls can help teams respond to software defects. They can also give a small group influence over user funds or protocol rules.
For regulators, those points of control may indicate that a person or business is providing a financial service. For developers, removing them could reduce regulatory exposure. It could also prevent one compromised account from controlling an entire system.
Pressure may encourage several design changes:
- Wider distribution of governance authority among token holders or independent participants.
- Reduced reliance on administrator keys and emergency controls.
- More public code reviews, security audits, and limits on contract upgrades.
- Clearer separation between software developers and day-to-day protocol operations.
Decentralization Brings Its Own Risks
Greater decentralization does not automatically make software safe. A protocol with no central operator can still contain coding errors, faulty economic incentives, or governance attacks.
Removing emergency controls may also leave developers unable to stop an exploit. Central safeguards can protect users during a crisis, even though those same mechanisms create trust and regulatory concerns.
Authorities face a similar trade-off. Rules aimed at identifiable intermediaries may have limited effect on software that operates without one. Aggressive enforcement could shift activity to systems that are harder to supervise, rather than ending that activity.
Security Could Become a Competitive Test
Egorov’s forecast links decentralization with stronger security, but projects will need to prove that connection. Users may examine how contracts are upgraded, who controls reserves, and whether governance can resist concentrated voting power.
Regulators will also need to distinguish between software that is decentralized in practice and projects that use the label while a small team retains control. That distinction may shape licensing, compliance duties, and enforcement decisions.
The central issue is whether FATF-backed rules change conduct or change system design. If pressure removes concentrated control, DeFi may become harder to regulate through traditional intermediaries. It may also become less exposed to single points of failure.
The next phase will depend on national implementation, protocol governance, and security results. Policymakers and users should watch who can alter contracts, freeze assets, or collect fees. Those powers will show whether DeFi is truly becoming more decentralized.
